The details

The UAE has introduced new federal regulations covering electric scooters, electric bicycles and mopeds, with the provisions taking effect on 1 January 2027.

Cabinet Resolution No. 174 of 2026 establishes a framework for personal mobility devices, covering licensing, registration, permitted routes and safety requirements.

Under the regulations, users must obtain a permit from the relevant authority before operating covered devices. Permits will remain valid for three years.

The minimum age for applying is 15. However, Dubai's existing e-scooter rules prohibit riding below the age of 16, and the relationship between these requirements has not yet been clarified.

The regulations also require suitable front and rear lights, a brake light, a warning device and functioning brakes.

Riders must use designated routes and obey traffic signals. They may not ride electric scooters on roads reserved for motor vehicles.

Both privately owned and rented devices are covered.

Residents who already use personal mobility devices should check with their local licensing authority about permits, registration and any additional emirate-specific requirements before the new rules take effect.
