Al Satwa could look very different in the coming years. Dubai Municipality has changed its planning rules to allow more apartments and mixed-use buildings, with eligible plots of at least 1,000 square metres potentially accommodating a ground floor plus eight residential floors. Smaller plots have new development options too. For residents, this could eventually mean more homes, more shops and a changing neighbourhood skyline.

The details

Dubai Municipality has revised the planning regulations for Al Satwa, allowing greater residential and commercial development in one of Dubai's established neighbourhoods.

The changes were announced on Sunday, 1 November, and provide different development options depending on the size and position of individual plots.

Land along internal roads can now accommodate a ground floor and two additional floors of residential apartments, replacing a framework that largely permitted attached villas.

Properties along external roads may qualify for a commercial ground floor with two or three residential floors above it, subject to the relevant conditions.

The most significant incentives apply to plots measuring at least 1,000 square metres.

Eligible owners can meet this threshold by combining neighbouring plots, subject to approval. Qualifying sites may be permitted to develop a ground floor plus eight residential floors, with a maximum floor area ratio of 3.5.

Dubai Municipality says the changes are intended to make land use more efficient and encourage redevelopment while respecting Al Satwa's existing character.

The authority has also considered infrastructure and traffic requirements.

Property owners can access the revised regulations and relevant services through the Build in Dubai platform.

The change does not mean every property is automatically permitted to build eight floors.
