Dubai shared-housing rules set permitted areas, occupancy standards and a compliance period for existing properties. At least five square metres of bedroom space per occupant is required, alongside bathroom and family-privacy standards. Being in an approved area does not automatically make a property legal.
The details
Dubai Municipality shared-accommodation rules identify more than 44 areas where shared housing may be permitted, subject to location-specific conditions. The rules require at least five square metres of bedroom space per occupant and set bathroom and family-privacy standards. Existing properties generally have until 8 September 2027 to comply.
The rules regulate where shared accommodation may operate and the standards that apply inside a property. Location alone is not enough: owners and operators may also need permits, compliant layouts and safe facilities.
The transition period for existing properties does not protect unauthorised alterations or safety violations. Residents considering a shared flat or villa should verify the property, operator and occupancy conditions rather than relying only on an approved-area list.
